Much must come from within Chester, that is the real strength of a performing arts culture.

Many skilled workers will be needed.

 Education is paramount.


Getting people excited!

 Making people aware of that which is bubbling within.

Reaching out to the surrounding towns. It is their city, too.


Attract national and international groups to visit and perform in Chester.

 Also bring in Cutting-Edge composers, choreographers, writers and cineasts


Create a Theatre district, an All Arts Radio Station, and a Performing Arts Library as well as welcoming film and video production.

 This could use existing buildings if their placement is useful. New construction may be necessary.


These would become the core faculty, mentors, sponsors, guides and performers in residence.

 An orchestra and opera company would be formed.

 The orchestra would be available to film makers.


All workers must be properly paid!

 It is not proper to expect volunteers to do all of this.
